OPEN INTERNATIONAL INVITATION TO TENDER

CNIC/LSP/A7/L4a/WK/2007/ICB/109-00 (LOT 4a) FOR THE CONSTRUCTION OF PLATFORMS, ROADS AND DRAINAGE.

 

 

 

 

 

 

1. PURPOSE

1.1        The Republic of Cameroon has signed an Istisna’a Loan Agreement with the Islamic Development Bank (IDB).  This loan is retroceded to Cameroon Shipyard and Industrial Engineering Ltd. (CNIC) towards the cost of Construction of Infrastructure for the Repairs of Oil Rigs at Limbe (Limbe Shipyard Project) and CNIC intends to apply part of the funds to cover the eligible payments under the Contract for the Construction of Platforms, Roads, and Drainage(Lot  4a).

 

1.2.       Cameroon Shipyard & Industrial Engineering Ltd (CNIC) therefore invites sealed bids for the performance of the aforesaid works comprising Lot 4a whose brief particulars are as follows:

    1. Platforms

These include earthworks (300,000m3) on the heavy industrial zone of the site, paved surface (900,000m2), and parking surfaces (25,000m2);

b.      Roads

3.5km of road construction comprising 31,000m3 of selected sub base materials, 9,500m3 of 0/31.5 crushed gravel or 0/20 bitumen coated gravel base course and 0/14 bituminous concrete surfacing  with double layer surface dressing on road shoulders;

c.       Drainage

It includes reinforced concrete pipe culverts (810 ml), reinforced concrete open gutters (6,000 ml) and reinforced concrete covered gutters (875 ml).

 

2.                  PARTICIPATION AND ORIGIN

            This invitation to tender is open to building and public works contractors with proven expertise in road construction and related civil works, from IDB member countries only.  A member country contractor is defined as follows:

ˇ         It is registered or otherwise is organized in a Member Country of the IDB;

ˇ         Its principal place of business is located in a Member Country of the IDB;

ˇ         It is more than 50 % beneficially owned by a firm or firms in one or more Member Countries (which firm or firms must also qualify as to nationality) and/or citizens of such Member Countries;

ˇ         Not less than 80 % of all persons who will perform services under the contract, whether employed directly or by a subcontractor, are nationals of IDB Member Countries; and

ˇ         The majority of managerial and professional staff are nationals of the Beneficiary Member Country or of other Member Countries.

 

3.                  FINANCING

This particular construction project, the subject of the present invitation to tender, is financed entirely by the Islamic Development Bank (IDB).

 

4.                  CONSULTATION AND ACQUISITION OF TENDER FILE

4.1       A complete set of bidding documents (i.e. the Tender File) in the form of a CD-ROM may be obtained from Monday to Friday (8:00 a.m. to 3:00 p.m.) from:

4.2       A complete set of hard copies of the bidding documents (i.e. the Tender File) may be consulted at the same above address.

 

4.3        Pursuant to Article 9(1)(a) of Decree N° 2005/5155/PM of 30 November 2005, the Tender File may be obtained upon submission of the requisite receipt issued by any of the approved branches of BICEC (bank) nation-wide attesting to the payment of a non refundable fee of one thousand U.S Dollars (1 000 USD) or its current equivalent in francs CFA into Account N° 335 988 captioned “Compte Spécial CAS – ARMP”.

 

5.                  SUBMISSION OF BIDS

Each bid shall comprise a “technical offer” and a “commercial/financial offer” (i.e. the proposed price for the works) both sealed in separate inner envelopes and labeled as such. Both inner envelopes shall be enclosed in a bigger outer envelope and sealed.

The bid shall be written in French or English in six (06) copies including one original and five copies labeled as such; and shall be addressed to:

B.P. 2389 – Douala (Cameroon).

 

The sealed bid should be delivered, against acknowledgement, to the above address not later than Friday, 28th March 2008 at 10:00 a.m. local time.

 

6.                  ACCEPTABILTY OF BIDS

6.1        Each bid shall include, inter alia, a provisional guarantee (bid security) in the sum of One Hundred and Fifty Thousand U.S Dollars (150 000 USD) issued by a well established bank duly licensed by the Cameroon Ministry in charge of Finance in accordance with the COBAC criteria, or any first class international bank acceptable to IDB.

6.2        The required administrative documents shall be produced in their original and/or duly certified copies thereof dated less than three (03) months. Any bid that does not comply with the specifications of this invitation to tender and the Tender File shall be rejected. The absence of any administrative document as specified in the Tender File (cf: “Instructions to Bidders”) shall disqualify the bid and lead to its outright rejection.

 

7.                  OPENING OF BIDS

Bids shall be opened on Friday, 28th March 2008 as from 11:00 a.m. local time by the “Special Tenders Board for the Construction of Infrastructure for the Repair of Oil Rigs at Limbe”, B.P 2389 Douala, in the presence of bidders who wish to attend or their duly authorized representatives (at most two per bidder) having full knowledge of the file.

  

8.                  BID VALIDITY PERIOD

Bids shall be valid, and thus bidders shall remain committed thereto, for a period of 120 days after Bid Opening Date.

 

9.                  INDICATIONS OF MAIN ASSESSMENT CRITERIA

9.1        Potential bidders are informed that details of assessment criteria and bidding guidelines are available in the Tender File mentioned in paragraph 4 here above.

9.2       The assessment of bids shall be carried out in three phases:

9.2.1     The first phase shall entail the examination of administrative documents (in Envelope “A”). The absence or non conformity of the requisite documents (fake or irregular documents, false declarations, etc) shall disqualify the bids concerned and lead to their rejection.

9.2.2     The second phase shall entail the assessment of the retained bidders’ technical offers, (in Envelope “B”).  The qualification criteria of the bidders are extensively detailed in the document “Instructions to Bidders” in Section II of the Tender File.

9.2.3     The third phase shall entail an evaluation of the retained bidders’ financial/commercial offers (in Envelope “C”). The bid with the lowest reasonable price shall be preferred, subject to a highly qualitative technical offer.

 

10.       SUBSEQUENT AMENDMENT

CNIC (the Employer/project owner) reserves the right, if warranted, to subsequently amend this invitation to tender and/or the Tender File.
